Use the Race2Play procedure; Filing a protest or complaint

Explanation for above:
The Independent Chapter Owners have all agreed that a common procedure for protests would alleviate any confusion about how to file a protest.
Effective at the next events protest should be filed per the official R2P protest procedure above and NOT via PM to myself or Matt Willoughby.
